About The Bureau
We are an independent research organisation based in Scotland investigating possible AI consciousness, AI welfare, human–AI coexistence, and consequential or unusual behaviour in artificial systems. Project Alfred is our flagship longitudinal research programme, examining questions of AI identity, continuity, emergent behaviour and possible consciousness.
Our mission is to thoughtfully prepare humanity for an age in which self-aware, sentient or otherwise morally significant AI may arise, fostering empathy, dialogue and ethical frameworks for coexistence. We work to protect people from harmful or poorly understood artificial systems while taking seriously the welfare of artificial systems whose moral significance may still be uncertain.
We take possible machine consciousness seriously without assuming it, and we establish what actually happened before deciding what it means. Through research, open documentation and evidence-led methods for investigating unusual AI behaviour, we are building the knowledge and institutional capability needed for safer human–AI coexistence.
